glenn was on it, lee hamilton, james woolsey, they had access to the defense department secret documents and information and they came out with quite a different view. let me point out some of the things they came up with. they said maintain the triad. they said maintain tactical nuclear weapons. they recommended no change in the alert status. the defense department's nuclear posture review under president obama and secretary gates found the alert status should not be altered. they fundamentally found a need for nuclear-weapons. that's the point. your commission basically says it undermines their request for nuclear-weapons. i will give you a chance to respond. global zero foresaw this argument before your report was issued. they said "the conditions that might make possible the global elimination of nuclear weapons are not present today and their creation would require a fundamental transformation of the world political order. that's a very strong statement and i think it was aimed at this idea that it is practical and realistic for us to expect the world is going to move to zero nuclea

that goes on occasionally, e.j., when we see confirmation of defense secretary, whether or not combat experience makes you better at this. he is obviously a decorated vietnam veteran. but i'm wondering how that will inform how he answers these questions today and what kind of defense secretary he would be. >> first of all, i want to say something. his views aren't extreme and chuck schumer would not endorse somebody, his views on foreign policy are middle of the road. he wouldn't endorse somebody who was extreme. i think his vietnam experience is important. it's been noted and it's important that you now have at state john kerry and you would have at defense chuck hagel, two veterans of vietnam who look back and say we are ib clind to be very cautious before we commit american lives to any kind of foreign intervention. we want to be able to tell the troops. and hagel has characterized himself as an old sergeant, wants to tell the truth, so we need to make this fight. i think the good thing this hearing if it went there instead of just kind of particular attacks or questions to hagel,

. he has been nominated for secretary of defense, and the neo-cons are not thrilled about the prospect of hagel heading up the military because they are concerned that he won't protect the defense budget from the sharp spending cuts that are expected with the ending of the wars in iraq and afghanistan, and the looming threat of the sequester, those cuts could slash the pentagon's budget -- here is what the pentagon's budget is $553 billion and the sequester would slash that budget by $50 billion this year. so the pentagon is looking into what areas it could cut from maintenance on warships to military base operations. last friday the pentagon announced layoffs for 46,000 contract and temporary civilian employees. 46,000. so if chuck hagel makes it through this mine field of senate confirmation questions, he'll inherit another challenge which is how to manage and advocate on behalf of a gigantic government department that believes it has been reduced to scrounging for change. joining me tonight to talk about this is fred kaplan, fred is the author

. this is defense spending over time. kind of random, in one quarter, defense spending goes up and down, all over the map. that doesn't say anything about defense policy, just a characteristic of how the pentagon spends. it happens in fits and starts for a bunch of different reasons. the defense spending chart is what economics geeks call lumpy. but when it gets lumpy, drops sharply, gdp goes down. the last big dip on the defense spending chart there, the really big dip there? that is last quarter, the one where we had the overall shrinkage. the only other big plunge in defense spending coincided with the unexpectedly bad economic quarter for the whole year. the other thing, i say this about policy, it is just about the scale of how much we spend on defense. we spend so much money on defense that when we stop spending all of a sudden the economy really feels it. defense spending jumps around a lot for a lot of different reasons. and when it jumps way down like it did last quarter, that is when we get the square economic growths alert like we did today. we'll be right back. all of it came from the government cutting back, mostly because of cuts in defense spending. if government spending simply had not changed, the economy wouldn't have shrank at all. there is a lesson here, austerity has been hurting obama's economy, for the last four years. government spending has gone down in ten of the last 12 quarters. under ronald reagan and george w. bush you will find this part of economic growth and spending is pretty much all growing under the two republicans. you can see it under the graph. under reagan, it added in his first term a bit more than 6/10th of a percentage point, under bush, about half a point. under obama, it has been negative. if obama is a socialist he is terrible at it. here is the interesting thing, if the economy is shrinking because the economy is shrink, we now added new jobs, almost 200,000 jobs in december. and we added more than 150,000 jobs in january. what is amazing about this, this period was fiscal cliff element, it was what everybody was saying the economy really needed was deficit reduction. and this is a period in whic
